Abstract: The aim of this paper is to determine the development trends of the telecommunication service markets of Serbia and Montenegro. The paper is divided into three parts. The first part of the paper analyses the degree of the telecommunication market concentration in Serbia and Montenegro. Research shows that the mobile and fixed telephony market is relatively highly concentrated, while the segments of internet services and cable TV remain with higher degree of competition. The second part of the paper deals with regulation advancements and liberalization in the sector of telecommunication services. Analysis concludes that Serbia and Montenegro are adjusting their legal solutions to the EU frame in the area of telecommunications and are gradually liberalizing their markets. The last part of the paper deals with the importance of takeovers on the market of telecommunication services. Our findings indicate that there is a positive influence of takeovers on the development of the telecommunication sectors of Serbia and Montenegro.
